R G Architects was hired by the Delaware Department of Corrections to study the conditions and future needs of four Delaware Department of Correction locations. The sites were the Howard R. Young Correctional Institution (HRYCI), The Plummer Community Correctional Center (PCCC), Delores J. Baylor Women's Correctional Institution (BWCI), and the Sussex Correctional Institution (SCI).
RGA and their consultants performed walk-throughs, organized and conducted many meetings, and gathered detailed information to evaluate the capabilities of each facility and determine the feasibility of future expansions and renovations. A detailed space and operating program was created to convey the DOC's present and future needs for each facility (with the exception of HRYCI where RGA only evaluated the medical infirmary). This information was then utilized to create conceptual building designs in the forms of plans and models at each facility where upon detailed cost estimates could be generated.
